The Technology Application and Promotion Institute of the Department of Science and Technology (DOST-TAPI) enters a new chapter with the welcoming of its newly-appointed Director through the person of Atty. Marion Ivy D. Decena.
Atty. Decena is one of the first certified patent valuation analysts (CPVA) in the Philippines and is one of the few recognized CPVAs in Southeast Asia.

She obtained her Bachelor’s degree in Accountancy from Catanduanes State University and is a Certified Public Accountant.
She also holds a Master of Management degree from Leyte Normal University and a Certificate in Science and Technology Program from the Asian Institute of Management.
In 2007, she was admitted to the Philippine Bar after taking the Philippine Bar Examination in 2006 and obtaining her law degree from Leyte Colleges.
Atty. Decena is a member of the Leaders in Innovation Fellowship Programme in the United Kingdom, the Certified Patent Valuation Analyst in the Business Development Academy, the Intellectual Property (IP) Association of the Philippines, the Integrated Bar of the Philippines - Tacloban Chapter, and the Philippine Institute of Certified Public Accountants - Tacloban Chapter.
She started as an Attorney III of DOST-TAPI before becoming the Chief Science Research Specialist of the Invention Development Division of the Institute where the said Division was awarded as the Best Delivery Unit from 2016 to 2019 under her leadership.
By upholding the IP system as well as the development of technologies and innovations, Atty. Decena oversees numerous programs that mainly focus on providing assistance to Filipino inventors, researchers, and different institutions.
She has been actively sharing her expertise as resource speaker to local IP and valuation training including international engagements.
“I aspire for DOST-TAPI to rise up and claim the ownership of promoting technology transfer and commercialization as mandates,” said Atty. Decena.
She added that the Institute has more to offer to the DOST System as the full potentials of the DOST-TAPI employees are not yet completely explored.
“In doing so, all DOST-TAPI employees must be capacitated and become self-sufficient and reliable partners of our stakeholders,” she emphasized.
Currently, DOST-TAPI offers programs and services that are very unique to the Institute, such as IP rights protection, valuation, marketing and promotion, and venture financing, among others.
“DOST-TAPI has a myriad of possibilities in terms of satisfying both financial and technical aspects of program management,” concluded Atty. Decena.
