The Technology Application and Promotion Institute of the Department of Science and Technology (DOST-TAPI) successfully facilitated an increase in annual intellectual property (IP) application filings from 2015 to 2021.
The IP filings, within the local and international scene, are powered by the “Support to the Commercialization of 500 DOST-Generated Technologies” or DOST 500.
DOST-TAPI hands over the granted IP certificates by the IPOPHL to various DOST RDIs, SUCs, high schools, and private inventors on 25 October 2018 at the Philippine International Convention Center, Pasay City
Prior to the project implementation, DOST-TAPI generated an annual filing of 20 in 2013 to 100 in 2014 through its existing programs.
The launch of DOST 500 in 2015 strengthened DOST-TAPI’s Intellectual Property Rights Assistance Program, supported by the requests for IP filings received from other projects including the Fairness Opinion Board (FOB).
This initiated a dramatic increase in DOST-TAPI’s IP filings from 120 in 2015 to 911 in 2018.
During the project’s first 15-month implementation from January 2015 to March 2017, only patent and utility model applications were accommodated by DOST-TAPI which totaled 135 IP filings.
With the project’s second phase in July 2017, DOST-TAPI expanded its services to assist in filing industrial design, copyright, and trademark applications.
International patent filing through the Patent Cooperation Treaty (PCT) and National Phase Entry (NPE) assistance were also supported by the Institute.
The last leg of DOST 500 from July 2019 to June 2021, facilitated a total of 283 IP filings composed of 41 patents, 87 utility models, 21 industrial designs, 53 copyrights, 58 trademarks, 10 NPE, and 16 PCT applications.
This increase in IP filings was achieved through DOST-TAPI’s newly implemented internal processes, such as creating a database management system and digital platforms for IP services.
The innovation led to an improved turnaround time in receiving and processing applications, and communicating with applicants.
Established IP firms were also tapped in the filing of the applications which contributed in strengthening DOST-TAPI’s partnerships and linkages within the IP community.
